Featured Presentation:  General Overview of Vessel Collision Risk Analyses (35 minutes)

Description:
Highway and rail bridges that cross busy navigation channels near coastal ports and inland waterways pose unique risks to a nation’s critical transportation infrastructure. Potential collapse due to vessel collision can lead to loss of life and significant economic and political consequences. Recent tragic events in Baltimore, MD have highlighted the potential vulnerability of major bridge crossings over navigable waterways to catastrophic collapse due to extreme event loads such as vessel collision. The presentation will discuss ship and barge collision with bridges using lessons learned from historical accidents worldwide. In addition, the presentation will provide the audience general guidance on the application of vessel collision risk analysis procedures outlined in both the American Association of State Highway and Transportation Officials (AASHTO) LRFD Bridge Design Specifications, 9th Edition, 2020 and the AASHTO Guide Specifications and Commentary for Vessel Collision Design of Highway Bridges, 2nd Edition, 2009 for both new and existing structures.

Michael Knott is a world recognized expert on complex issues related to extreme events, bridge design, and port engineering. During his 47+ year career, he developed a unique expertise on the specialized subject of ship and barge collisions with bridges. He was the principal author of the AASHTO Guide Specification on Vessel Collision Design of Highway Bridges, 2nd Edition 2009, as well as the original document published in 1991. Mr. Knott was also a selected member of the national team of bridge experts which developed the original AASHTO LRFD Bridge Design Specifications in 1994.

In addition to co-authoring several subject matter technical papers, Mike Winters has provided vessel collision risk analysis and pier protection design for numerous bridges and other waterfront structures during his 27+ years of experience. He is currently the principal U.S. representative to an international committee established by the World Association for Waterborne Transport Infrastructure (PIANC) to develop guidelines associated with ship and barge collisions with bridges and other fixed structures. The document, entitled Accidental Impacts from Ships on Fixed Structures, Report of Working Group 215 is still in development, but will be published soon.
