Description:
This presentation explores how bridge health index, risk modeling, network analysis, and bridge-replacement economics can be integrated to prioritize bridges for infrastructure resilience. Rather than relying solely on traditional condition ratings, the framework integrates structural fragility, accessibility loss, population exposure, and economic impacts to evaluate bridges under flood disruption scenarios.  A case study of Duval County, Florida, demonstrates that structurally moderate bridges may warrant high priority due to limited network redundancy or disproportionate social impact. The framework provides a transparent and defensible decision-support tool for allocating limited infrastructure funding to maximize safety, network reliability, and long-term resilience.
