Description: NYSDOT uses many different accelerated bridge construction techniques to build and maintain their state-owned bridges. The East 138th Street Bridge Replacement Project, currently under construction, is the Department’s second model-based contracting project. The existing East 138th Street Bridge over Major Deegan Expressway in the Bronx is a two-span multi-girder steel bridge built in 1938. It has limited vertical clearance over the Expressway and had been hit numerous times. There are a multitude of utilities in the project area and a very strong pedestrian and bicyclist presence on the bridge that had to be accommodated during design and construction. The project’s goal was to replace the existing bridge with modular deck beams, eliminate the pier, and increase vertical clearance—all while providing for pedestrian access, keeping all lanes on the bridge and abutting intersections open during construction, limiting impacts to the various utilities, and providing aesthetics that tie into the historical character of the surrounding area. This presentation describes the use of building information modeling and model-based contracting to design and successfully bid the project with information models as the legal contract document.

Jim has over 28 years of experience working for the NYSDOT. In his current position, he is charged with enacting the Office’s mission of providing structural engineering expertise in support of the Department’s Bridge Program. In his prior role as Deputy Chief Engineer, Jim worked in support of the Chief Engineer with project management of NYSDOT Priority Projects. Prior to his role as Deputy Chief Engineer, Jim was Director of Program Management and managed the use of Federal and State Funding for the $2.0+ Billion Annual State Construction Program. In addition, Jim spent over 20 years in the Office of Structures and during that time managed the Bridge Inspection Unit, Bridge Safety Assurance Unit, Bridge Standards & Policy Unit and was a Design Squad Boss. He received his Bachelor of Science in Civil Engineering from Rensselaer Polytechnic Institute in 1992.
Brenda Crudele, P.E.

Brenda oversees in-house bridge design projects through the state and is responsible for providing oversight and quality assurance during structural fabrication and construction and in support of design activities involving steel and concrete fabrication, structures construction, and hydraulic engineering. She is involved with the BridgeNY program and has been involved with many accelerated design and construction bridge projects. Brenda has been employed by NYSDOT for 20 years. She obtained her bachelor’s degree in Civil Engineering from Clarkson University, master’s degree in Structural Engineering from Lehigh University, and is a registered professional engineer in New York State.
Julianne M. Fuda, P.E.

Julianne oversees the final design of new and replacement bridge projects, as well as rehabilitations, throughout New York State. She has also been involved in many accelerated design and construction bridge projects, including emergency repairs. Julianne has over 13 years of bridge design experience in both the public and private sector as a designer, squad leader, and project engineer. She graduated from Rensselaer Polytechnic Institute in Troy, NY with a Bachelor of Science in Civil Engineering and is a registered professional engineer in the State of NY. Julianne is also a member of the Department’s Model Based Contracting Committee and was the technical lead for the structures portion of the East 138th Bridge Replacement over the Major Deegan Expressway, the Department’s second pilot project for digital delivery.
