 Description: The Washington State Department of Transportation (WSDOT) is committed to correcting barriers that restrict or completely block fish passage. Statewide there are 3,965 highway crossings on fish-bearing waters including 2,040 culverts. Of these, 1,531 block a significant amount of upstream habitat that need to be replaced by either bridges or buried structures per current environmental requirements. This presentation focuses on the design, details, and construction of precast concrete culvert projects in seismic regions and the development of precast culvert standards. WSDOT, in consultation with the precast concrete industry, has developed standard culverts to accelerate the ongoing fish passage replacement projects. Recently WSDOT is developing standard plans for box and three-sided culvert structures to further accelerate the fish passage replacement projects.

In addition to being State Bridge Engineer for the Washington State Department of Transportation, Mark is also serving in an acting capacity as the Director of WSDOT’s Development Division. He has been with WSDOT for about 22 years, with 15 of those years supporting and leading WSDOT’s bridge construction program. He has Bachelor’s and Master’s degrees in Civil Engineering from the University of Washington and is a licensed Professional Engineer in the State of Washington.

Bijan is State Bridge Design Engineer with the WSDOT Bridge & Structures Office. He is a member of the AASHTO Committee on Bridges and Structures Technical Committees: Moveable Bridges (T-8); Concrete (T-10), and Road Tunnels (T-20). Bijan is also a member of the PIARC TC4.4 Tunnel Structures, and is Chair of the TRB Concrete Bridges Committee. In addition, he is a member of the PCI Bridge Committee and Chair of its Seismic Subcommittee. Bijan is a member of the ABC-UTC Advisory Committee and the ASBI Bridge Technical Committee. He is recipient of the PCI Fellow Award, PCI Journal Awards, ASCE T.Y. Lin Awards, and ABC Innovation Award.
