Description: In 2018 the American Association of State Highway and Transportation Officials (AASHTO) published the AASHTO LRFD Guide Specifications for Accelerated Bridge Construction. This AASHTO document contains specifications for multiple bridge precast substructure connections that have been thoroughly researched and implemented across the country. To go with these guide specifications, in 2022 the Precast/Prestressed Concrete Institute Northeast (PCINE) Bridge Technical Committee (which includes State DOT representatives from CT, MA, ME, NH, RI, NY, VT) published the PCINE Guidelines for Precast Substructures used in ABC. This PCINE document updates recommended guide details that include many new connections and options for precast substructures. (Previous PCINE guide details published in 2012 focused on the use of grouted splice couplers for substructure connections.) Michael Culmo is the lead designer for the new PCINE guide details. He is also the principal author of the 2018 AASHTO LRFD Guide Specifications for Accelerated Bridge Construction. This presentation, sponsored by the ABC-UTC in conjunction with PCI Northeast, describes how these two guide documents can be used together to develop the details needed for cost-effective and durable precast substructures.

Mike is a Bridge Engineer with 38 years of experience in bridge and highway design. He has extensive experience in the design of steel, concrete, and prestressed/precast concrete bridges, and has been responsible for managing design teams on new expressway bridges, highway interchanges, and bridge rehabilitation projects. Mike is the author of numerous national publications and manuals on bridges and was the principal author of the 2018 AASHTO LRFD Guide Specifications for Accelerated Bridge Construction. He holds a bachelor’s degree in Civil Engineering and a master’s degree in Structural Engineering, both from the University of Connecticut.

Rita has been the Executive Director of the Precast/Prestressed Concrete Institute Northeast (PCINE) for over 30 years. She has organized, hosted and spoke at numerous seminars and workshops on the use of precast/prestressed concrete products and systems throughout New England and New York. She provides design assistance on all aspects of precast concrete construction. Rita has facilitated the PCI Northeast Bridge Technical Committee, which its membership is made up of the New England and New York Departments of Transportation. It is the committee that developed the Northeast Bulb Tee (NEBT) and the Northeast Extreme Tee (NEXT) Beam. She became a Fellow of the Precast/Prestressed Concrete Institute in 2009.
