Description:
As Florida’s coastal infrastructure ages in aggressive saltwater environments, the Florida Department of Transportation (FDOT) is fundamentally reshaping its approach to asset preservation. This presentation explores the strategic transition from managing cathodic protection as isolated, reactive projects to a comprehensive, statewide programmatic framework, ensuring long-term fiscal sustainability and consistent protection for reinforced concrete structures. Technical evolution is central to this shift. We will discuss the migration of cathodic protection requirements from Technical Special Provisions (Project) to Developmental Specifications (Program), a move that streamlines procurement and improves quality control. Furthermore, we will highlight FDOT’s digital transformation: a custom Power App designed to track Corrosion Assessment Reports, Inspection, Design, etc. of CP Project. This tool enables data collection and facilitates data-driven decision-making for maintenance. Attendees will gain insight into how FDOT leverages engineering expertise and modern software to extend the service life of critical transportation assets.Presenters:

Oliver Chung is the State Corrosion and Composite Materials Engineer at the Florida Department of Transportation (FDOT). His expertise includes construction materials testing, corrosion engineering, and machine learning applications in civil engineering. This focus has helped FDOT adopt data-driven decisions to optimize the corrosion program and further extend the service life of bridges.
